to those who issue oppressive decrees,

Woe unto them that decree iniquitous decrees, and to the writers that prescribe oppression,

to deprive the poor of their rights
and withhold justice from the oppressed of my people,
making widows their prey

God’s Judgment on Assyria
“Woe to the Assyrian, the rod of my anger,
in whose hand is the club of my wrath!

Ah! the Assyrian! the rod of mine anger! and the staff in their hand is mine indignation.

The Remnant of Israel
In that day the remnant of Israel,

will no longer rely on him
